MANILA - Lawyer Estrella Elamparo has filed a motion for partial reconsideration asking the Commission on Elections (Comelec) Second Division to declare that Senator Grace Poe committed material misrepresentation in her certificate of candidacy (COC) for president when she stated that she was a natural-born Filipino citizen.
