Why can't OFWs in Korea save money?

It's a familiar story: a Filipino leaves his family to work abroad. A few years later, the OFW returns to the Philippines with a luggage full of pasalubong and a few thousand dollars that would run out in a couple of months. So why can't these OFWs save more?
